Many people believe that having a fixed punishment for all crimes is more efficient.

What is the meaning of the sentence?

Murder, theft, violence and the like are the criminal activities. So, does it mean all this crimes should be given a same punishment or does it mean that all category of a crime, like violence, whether small or big should be given a same punishment.
