"Make all that should be killed to crawl"

Can anyone help me?
In a Bob Dylan song I hear the following quote: "Make all that should be killed to crawl". Does anyone know what the expression "kill to crawl"" means?.

I think it might be useful to look at the whole verse in order to understand the meaning of that line:

As some warn victory, some downfall

Private reasons great or small
Can be seen in the eyes of those that call
To make all that should be killed to crawl
While others say don’t hate nothing at all
Except hatred

Like most Dylan lyrics, it's fairly poetic and cryptic. My own personal interpretation of it is that there are some people that have the power to kill, but instead they let (or make) them crawl away.

"kill to crawl" is not the phrase. It doesn't mean anything.
To make all that should be killed to crawlmeans "To make crawl all those that should be killed."; "To make all that should be killed crawl."
They call to make some people [to] crawl. Who? Those who should be killed.
