This rudder is made of cloth stretched over a light wooden frame.

I think that "over a light wooden frame" merely describes where the cloth is stretched and therefore that the sentence doesn't tell us whether the frame is part of the rudder.
But native English speakers say that the sentence says that the frame is part of the rudder.
What do I misunderstand?
