Looking at FDI flows/flowing into

Looking at FDI flows into Vietnam as a whole, there have been only 1,068 new projects with regarded capital of $6.92 billion in the first seven months of 2015, up just one percent compared to the same period of 2014.

I am confused about the using of "flow" here. Should it be "flowing"?

I am thinking that after "looking at" should be a noun not a clause.
 
'Flows' is a plural countable noun used after 'looking at'.
 
Looking at investment flows. What kind of investment flows? Foreign Direct Investment flows.
 
Well, I've got it now. I thought "flow" is a verb there. Thanks for making it clear. :)
