Is it correct to use 'however' in the below paragraph?

Please note that you are allowed to furnish a nil tax estimate for the financial year 2011. In this connection, you are not required to make monthly instalment payments. However, you are allowed two revisions of tax estimate to be made in the financial year 2011, ie June 2011 and September 2011.
 
In that context, some writers prefer a semi-colon before 'however', others do not. Which do you prefer?
 
I prefer semi-colon before 'however'.
 
The sentences stand as the OP. There is no need for any change. Indeed, to have shorter sentences is recommended, and as this comes from the Revenue keeping it simpler is what we are told they should achieve.
