The US Supreme Court has ruled against district lines drawn to minimize the electoral power of minority groups, a practice called racial gerrymandering. The court has been less likely to set a solid legal precedent which would oppose districts drawn on a partisan basis.

Hello, teachers. I have a difficulty with understanding the entire (second) sentence. Does it elaborate on the previous sentence? Does "drawing destricts on a partisan basis" refer to "racial gerrymandering"?
 
It means that the court is less likely to rule against partisan (Democrat/Republican) gerrymandering than racial gerrymandering.
