What part does "left reeling" modify? It does not appear to go smoothly with the rest of the sentence to me.
The best guess I've now got is that "in this country (that is) left reeling/shocked in horror (by the Hamas' assault)". I am not absolutely sure.
What does it exactly modify?
 
I share your opinion @GoodTaste. "Left reeling" modifies "this country", namely Israel. That said, the passage could surely be more clearly written. Perhaps because it was filed direct from a war zone it went out raw, that is: it did not receive the attention of an editor.
