"tourist arrivals" means "people who arrived at their destination as tourists".

Yes and no. In your original sentence, I don't think it actually refers to the form of transport itself. It refers to the people on board those forms of transport.

If a plane arrives somewhere with 200 people on board, and 150 of those people were travelling as tourists and the other 50 were travelling on business, there was one international arrival (referring to the plane), with 150 tourist arrivals and 50 business arrivals.
