KFC Cares, We Are All In Together.

We are all in what? Does this sentence sound natural to you?

Does it mean "We Are All In (this/the same place, environment, etc.) Together"?

It should say "We are all in IT together". The poster appears to be a list of precautions they're taking for Covid, so 'it' refers to the Covid pandemic.

With the addition of 'it', it sounds natural. It's a phrase you see and hear a lot lately.

added: You will also see/hear "We're all in this together."

Together"? Yes.
Y.

All-in can mean 100%, but I don't think that is the intended meaning- I think they're a word short.
