I have a question about the following problem:

Choose the correct word to fill the blank.

Tough negotiators are very good at keeping the ( )
1. floor 2. roof 3. hold 4. steer

Which word is correct? I can't answer.

I would choose 'steer', which means control/direct.
Tough negotiators should be in control of a negotiation.

I would choose "floor". That means "having the ability to speak". It is not a very good question.

"Tough negotiators are very good at keeping the steer" is nonsense, tedtmc. As Mike indicated "floor" is the only possible answer, but it's not very satisfactory.
