Does "jump on the freeway" mean "to get in one's car"?

Despite what she says, no. It's not specifically about getting in one's car. It's about being about to start a journey by road.

I should clarify something in my last response. It only refers to starting a journey by road in the context of that video. "Jump on" + type of road can be used in a variety of tenses and the meaning will be slightly different.

Helen: How did you get here?
James: I just jumped on the motorway ("freeway" in AmE). It was a really quick journey, actually!

Peter: What are you going to do this afternoon?
Stephanie: I'm going to visit my aunt.
Peter: Doesn't she live about 30 miles away?
Stephanie: Yes, but I'm just going to jump on the M1. It'll only take me about half an hour to get to hers.

Paul: What's the best way to get to your house?
Penny: If I were you, I'd jump on the M23 at Pease Pottage and take exit 11. You can go cross-country if you want, but it'll take you at least twice as long.

(Motorways in England are numbered and have an "M" at the start to denote "motorway".)
