What does "the basement" mean here? It sounds as if to mean "the foundation of presidential race" - you leave the foundation then it means you are sure to lose the race. I am not sure.

You have to consider the source when you read a text. Biden has been mostly isolating at home for some time. He set up a home broadcasting studio in his finished basement and has done a lot of virtual campaign appearances from there. His opponents like to reinforce the image of "Biden in his basement" because hanging out in a basement sounds like something a lazy adolescent would do.

He hasn't actually been confined there.
 
It's not so much that he's like an adolescent, but that he's a fragile old man. In contrast to Trump, who is going about his business. That's the thinking, anyway.

You're right that "basement" usually invokes the image of someone still living at Mom and Dad's house who thinks they know how to run the world better.
