What exactly is he saying at 11:48? I hear something like "It's through the authority jamdown" or "jam down"..
Is it from the prasal verb to jam (something) down (someone's) throat : To force, compel, or attempt to make someone accept, endure, consider, or agree with/to something.

Or am I hearing it wrong? Is it too informal?
 
You heard it correctly, but I've never heard the term used before.

Your theory on the origin and meaning sounds likely.
