Is it correct to use "designate" here? If not, what should I use?

Jack argues that the judicial system should designate fix punishments for all crimes otherwise, judges might make arbitrary decisions when it comes to handing out punishments for criminals. I'm not sure if I agree with him. I'm a bit on the fence about this matter.

Consider, for example: mandate, stipulate, or specify.
