What can be understood as a jabber-jawed excuse? What does mean this sort of adjective?

I would say it's a term created by the author, look up "jabber" in a dictionary and you can probably work out what he means by it.

jabber-jawed, according to the definitions above, seems to be describing a person who makes not much of a sense while he/she converses. In your example, it may be describing someone whose excuse bears reluctancy. Or, the person has no real excuse, so when he/she is asked to account for something that he/she messed up, all he/she does is mumbling a weak excuse .
