This is from a test:

- What on earth have you done to your hair?
- Oh. I've had it cut, do you like it?

But I am wondering if the comma after "cut" is justified.
 
No, it shouldn't be a comma. It should be a period (full stop).

Abe: What on earth have you done to your hair?
Bob: I got a haircut. D'uh!
 
No, you have a comma splice.
I guess it is the same case here:

- Here, eat some of this.
- I'd rather not, if you don't mind, I don't eat meat.
