Bill Haydon comments on Report by Soviet high command on their recent naval exercises in the Black Sea:

Bill Haydon: Style appalling. Patently a fabrication from beginning to end. Just could be the real thing.
Smiley: Well, if it's genuine, it's gold dust. But its topicality makes it suspect.

What does "topicality" mean in this context?

See this entry. They suspect the Russian report isn't true, or has just a few elements of truth in it in order to make it believable. They suspect it's not real because it's just a little too convenient to pop up at the exact time they need it.
