Is either sentence idiomatic?

1.It's time some changes were made.
2. It's time there were some changes.

Context: I am talking about a situation in which a decision must be made as soon as possible.
 
You could also say "It's time for some changes". Also, consider using "high time". That expresses urgency, and that the changes are long overdue.
