It's freezing in Alaska. Can you say:

I'm not good with cold weather.

VS

I'm not good with the cold.

Are both okay?
 
Yes. Or you could phrase it as "I don't like cold weather/the cold" or "Cold weather doesn't agree with me".
 
Why is it okay to use with here? What does the sentence actually mean?
 
It's like I can't cope with cold weather.
