Why do we use -ing form after the word "nuisance" for example? Look at here:

It's a nuisance having to get up that early on a Sunday morning.
 
Why do we use -ing form after the word "nuisance" for example? Look at here:

Why not?
 
Can we say:

It's a nuisance to have ​to get up that early on a Sunday morning.
 
That works, too, but 'having' is more natural.
