There is no doubt it will be fun being back in the same football district as Santa Fe High School, and it will be fun to have plenty of new district foes. (My bold.)

What's the difference in meaning between "it will be fun Ving" and "it will be fun to V"?

There is no practical difference in meaning. District foes is not a natural expression in BrE.
 
I'm not certain what terms they use in British English, but in American English I would expect to hear "conference" or "league". Also, while "foes" is not wrong, I would expect "opponents" instead.
