"It is strictly prohibited using .." vs "It is strictly prohibited to use ..."

Hello,

Out of the following, which ones are correct? If they are all correct, then which ones are better?

1. It is strictly prohibited using any flammable material such as plastic sheets.

2. It is strictly prohibited to use any flammable material such as plastic sheets.

3. The use of flammable material such as plastic sheets is strictly prohibited.

I did a quick Google search for 'it is strictly prohibited using' and also for 'it is strictly prohibited to use' but I did not get any matches in the search results. Instead I saw mostly '...is strictly prohibited'. So I am wondering if the first 2 above are wrong or is it just the way warnings or legal things are worded that the 3rd one is the preferred use.

1 is wrong. 2 and 3 are fine.
