[General] It is rainy or It is raining

Hello everyone.

Is that true that "It is rainy" sounds like a child? Should I say "It is raining" if I were an adult?
If so, can you say the same for snowy? But I'm guessing it is ok for everybody to say "It is windy", or "It is cloudy", because
the word wind and cloud are not verbs. Am I correct?

"It is raining" means that rain is actually falling at the time of speaking.
"It is rainy" means that the weather currently generally includes some rain. It is prone to raining. Rain is more likely than not. For example, during the "rainy season" which occurs in many countries, it does not rain 24 hours a day, 7 days a week, but it rains the majority of the time.
