It is nice to talk to him = he is (a) nice (person) to talk to.

In my opinion, the version "he is (a) nice (person) to talk to" means exactly the same as "he is nice to talk to" and the same as "It is nice to talk to him".

I think the emphasis is slightly different.

It is nice to talk to him.) The emphasis is on the action
To talk to him is nice. )

He is a nice person to talk to. ) The emphasis is on the person.
