Are these sentences correct?

1) He is a man who it is impossible to ignore.
2) He is a man that it is impossible to ignore.

3) This is a city which it is impossible for me to live in.
4) This is a city that it is impossible for me to live in.

1) would be more natural without "it". I'm not really sure why you need "a man who" either. You've used "He" so you're clearly talking about a male. I'd just say "He's impossible to ignore". The same goes for 4. I'd say "This city is impossible for me to live in".
 
He's impossible to ignore.
It's impossible to ignore him.


These are synonymous but structurally different.

He's a man who's impossible to ignore.

This is also grammatical, and has basically the same meaning, but with a slightly different effect.
