Does "it comes across as incredibly naïve" mean "it is understood as incredibly naïve"?

it comes across as = it gives the impression that = it appears = it seems
 
This isn't a reply to your question. It's worth mentioning though that, while naïve is a good way to spell the word (as the diaeresis indicates that the "ai" combination is not a diphthong), you'll see it spelled naive much more often.
