Is this English correct? "as needed arises"

I am looking into an agreement and wondering if the English written in the agreement is correct or not. It says like this;

"Company A and B shall have discussion over the details of the Services set forth in Article 1 as needed arises."

The part that I'm wondering is "as needed arises". Is it correct English? Shouldn't it be "as need arises"?

"As needed" or "As the need arises" would be more likely.

Not to me. I'd use one of emsr2d2's suggestions or if the need arises, and I would use discussions or shall discuss. Is this a legal document? It feels a bit strange to me if it is- who decides that there's a need and what are the parameters for the discussions?

It was written by committee. The orignal was one of Ems's options, somebody suggested the other, and the final edit was rushed. (I imagine that the first version was 'as needed' and the objection to this was that it didn't make it clear that there might be no need.)
