Is there a restroom here?

Can you please tell me where it is?

VS

Can you please tell me where is it?

Are both okay?

Only the first one is correct.

I am not a teacher.

You could get away with, 'Can you please tell me? Where is it?'

I would go with the first. The second is not repairable with a period or a question mark between the initial phrase and the question.
