Is "put on" a phrasal verb in the question "Can you put them on for me?"

The context of the question is a pair of earrings. I was wondering if "put on" is a phrasal verb.
 
To me it is, as its opposite is "take off". You can put on your clothes, or the Ritz, or a happy face.
