is Money singular or plural, any rules?

"Money is not everything".
- here it is singular
".. and his money are soon gone"
- plural

My question: it the word money just to be used as both, freely? or is there any
rule?

[1] Money is not everything.
=> Money is the subject; it's singular, so its verb is singular.

[2]He and his money are soon gone.
=> The subject is He and his money, two nouns, so the verb is plural. Money is singular.

Does that help?
 
One rule is that sums of money are singular. Two hundred dollars is more than I can afford.
