Is it a native speaker?

There's an interesting lilt to her voice, suggesting a a slight regional accent (though I can't pinpoint it), but I would say she's a British native speaker.
 
I agree with ems -- British.
 
I would say educated English, from the Midlands or further north. The vowel sounds in 'last' and 'cast' show it not to be a speaker from the south.

Neither did I, but I know what Piscean means. I went to university in a northern town and heard people calling me a southern snob endlessly, though I would not have thought my accent to be that strong or snobby.
