It apoears to me that only "struggles over" is natural while "struggles on" is awkward or wrong here. Is the use of "on" really ungrammatical here?
 
I read the first few paragraphs of the article, and I didn't see "struggles on" anywhere.

Yes, "struggles over" is the natural way to say that.
 
I was in the practice of expressing the same idea in different ways. I am not sure whether "struggles on" would work in English when expressing the same idea as the OP. Would it work?
 
I think "with" works too.
