Please tell me which sentence is more correct having in mind that its meaning is - 'The losses inflicted to the companies due to the strike already amount to over $ 30 mln.':

The losses incurred to the companies due to the strike already amount to over $ 30 mln.

or

The losses incurred by the companies due to the strike already amount to over $ 30 mln
