The tenant will compensate all damage incurred by X
The tenant will compensate all damage incurred to X

Which is correct, and is there any context in which "incurred to" might be correct?

Many thanks in advance

I would only use incurred by.

I am not a lawyer, but the sentence does not read very naturally to me.
