In the universe are billions of galaxies,

In our galaxy are billions of planets,

But there is Only One Earth.
Source: world environment day

Clearly both sentences "In the universe are billions of galaxies" and "In our galaxy are billions of planets" should have been "In the universe there are billions of galaxies" and "In our galaxy there are billions of planets". Does the omission of both there(s) follow poetic license?

There is no 'clearly' about it. Both sentences are fine.

You could also use there are.
