Is "In the Celestial Empire" understandable to native English speakers? Does the following text sound natural in English?

Without a lot of context (which is absent here) Celestial Empire is not intelligible in English.

I suppose one could say that Mr Kuhn's text sounds natural in the sense that the missing punctuation cannot be detected in speech, although in writing it screams loudly.

"Celestial Empire" makes me think of Heavenly Kingdom, which is a euphemism for Heaven.
