It's nonsensical to me.

The only thing I can find on "in the car" is an entry in Urbandictionary. The meaning given there suggests that it is American prison slang as opposed to general slang. If we are going to have it in our slang dictionary I suggest we note that it is not used except in U.S. prisons.
 
There's a spacing error- it should read, and does now, or deal.
