Passenger cars are motor vehicles with at least four wheels, used for transporting passengers, and comprising no more than eight seats in addition to the driver's seat.

In the above sentence, what do you conclude a motor vehicle shouldn't have more than eight seats or nine seats?
 
There's one seat for the driver and then up to eight more seats for passengers. That makes nine seats all together.

The definition you've quoted says a passenger car (which is just one category of motor vehicle) doesn't have more than nine seats. It doesn't say no motor vehicle can have more than nine.

There are motor vehicles that aren't passenger cars that have more than nine. A bus for instance.

According to the above sentence, should a passenger car have no more than eight seats or nine?
