the answer is D, effected. Why cannot be B the answer??

A decision is implemented, it doesn't implement something else.
 
Perhaps OP asked this question because the Longman dictionary says 'implement' means 'to take action or make changes that you have officially decided should happen'── quoted from http://www.ldoceonline.com/dictionary/implement_1

A decision made by the court in a court case is executed(implemented) on the two parties involved, the plaintiff and the defendent. However, the effect on the public at large, the people on the street is indirect but is nevertheless, felt. Thus the court decision in the case had the effect of causing change to the people's lives, in other words, it effected change to the lives of the people.
