Is this sentence correct:
I'm studying biology at a university and I'm in my third year.

Is this sentence correct:
I'm studying biology at a university and I'm in my third year.

Yes, it's OK. It's not really very natural, though.

In your version, I would omit "a" before "university". I would word it like this:

I'm in my third year of university, studying biology.
I'm a third-year biology student at XXXXXX University.

Is this sentence correct:
I'm studying biology at a university and I'm in my third year.

The sentence would be fine in AmE if the speaker felt it unnecessary to identify the university (by using "a"). If the speaker knew that the listener would understand which university, then it would be "the university".

In BrE, if we don't want to specify the university, we just say "I'm studying biology at university" (no "a").
