"(I'm) glad to see you" on initial introduction?

Hi. Can we use "(I'm) glad to see you" instead of "Nice/Pleased to meet you" to someone who we've just been introduced to but never met, talked to, or even heard of before?

If the answer is no, what if we've talked to that person on the phone, or heard about him/her from someone else?

Generally not.

Phone - yes. Heard about through another person - No
Thank you very much.
If you've talked to this person on the phone a lot, you can say:
I'm glad to finally see/meet you in person.

If it's someone you know about, say the friend of a friend, but have never met, you can say:
I'm glad to meet you. I've heard so much about you.
