Can any body help to explain the difference between the two following sentences:
1. If we are to understand why a vast gap between rich and poor exists to day, we must return to the very recent period of human history when this divide emerged (cited from the End of Poverty)
2. If we understand why .....

if we are to understand... = if we really want to understand...
