I want to suggest that if [unspecified country] were more responsible and transparent about COVID-19, then the we would not have a such a massive global pandemic. I tried "mixed" and "third" conditional. Do these work?
If [unspecified country] had been more responsible and also forthcoming about the virus, this widespread pandemic wouldn't have occurred.
If [unspecified country] had been more responsible and also forthcoming about the virus, we would not have such a widespread pandemic now.
