This kind of "I'd like" sometimes, no, almost always, sounds like "I like" with "d" omitted. Is it true? If so, how can you tell it from "I like him"? Just by context?

I'd accept the 'sometimes. not the 'always'.

If so, how can you tell it from "I like him"? Just by context?

If context doesn't make it clear, then the difference is probably not very important.
