I wonder what is the role of 'that'. Does ''that'' modify ''research''?
 
'That' isn't capitalised, nor could it be in the middle of a sentence.

I believe it means "given that, to the extent that, seeing that, because, on the grounds that".
"Given that they couldn't fix your funky Hans and Franz accent, I wonder where the Cyberdyne research went."
"Because [of the fact] that they couldn't ..."
You'll see this occasionally.

You're trying to impose neat written grammar on what is spoken English, and a song at that. He's wondering why they couldn't fix the accent if they were that clever. Spoken language does not always adhere to the rules of written grammar.
