1) I wish you a happy birthday.
2) I am wishing you a happy birthday.


Can we say that the second sentence expresses a bit stronger emotion?
 
No.

The strongest way to wish someone a happy birthday is to say: "Happy birthday!"
 
Thank you. And could you tell me if there is any difference whatever between the two phrases I have written? (Besides the formal difference in tenses)

2 is not colloquial (a native speaker wouldn't say it).
