What is the difference in meaning (if any):
1) I wish someone would have taken the map!
2) I wish someone had taken the map!

The intended meaning is identical.

The form of 1) is a common alternative to 2), common to many American speakers. Many teachers consider it incorrect, including myself.

No. 1) is wrong, although common. 2) is correct.
