Hi everyone,

I am confused to decide which one would be better or correct.

Can anyone help please?

Neither works. You might mean:

- I wish to tell you
- I wish I could tell you
- I wish you would tell me
- I want to tell you

Both "who lives next door" and "who was living next door" are grammatical. They have different meanings.
