This exercise is from Perfect English Grammar.

[3.] I _____________ (start) saving money years ago! (past advice/regret)

The correct answer in the answer key is "I __shouldn't have__ started saving money years ago!"

Is that really the correct answer, or is that a mistake in the answer key?
If I had started saving money earlier, I would have more money saved now, so I should've started saving earlier. Why "shouldn't have"?

Perhaps the speaker is worried that his or her children will have to pay a terrible death duty?
