I believe that #3 is correct. Am I right?

I would say that #3 is the only one that doesn't work.

#2 works as it stands. #1 and #4 are OK but there is an omitted 'that'. 'I saw [that] the thieves…'

The versions with the omitted 'that' aren't wrong, but 'jump' is my favourite choice.
